4.2 STABILITY THEORIES

Stability theories of democracy emphasize the importance of one expected product of democratic government: social stability. This stability, it is argued, is due to the ability of elections to serve as an agreeable means for powerful groups to share political control. Thus, rather than resort to open violence and bloodshed, political elites will agree to abide by the results of regular elections by citizens. This arrangement is expected to be congenial to both those who would compete to be rulers and those who would be ruled. The behavioral approach to democratic theory shows that there are empirical reasons to be suspicious of even the limited moral grounds such theories propose in favor of democratic government.
